Files will not unzip properly and win32 error

I saw another post for a similar problem but it was made about a year ago,

after i downloaded the files from the wiki i attempted to unzip them into a folder and i get the error message "Unsupported compression method for cedserver.exe"

oddly enough though the file shows up in the folder anyway. Not that it helps much because when i click the exe to run it errors again saying "cedserver.exe is not a valid win32 application."

I dont know if the download is broken or what, ive downloaded it many times and always get the same result. Would appreciate any help with this. Thankyou.
